End- User's Training
Interim Training Report
1.1 Background:
Localized computing technology dissemination towards local people who have very poor level of literacy is a great challenge. It requires some inspiration to introduce new lifestyle that can change their habit. Most of the modern technologies are developed on the basis of English language because English is a standard international language. This is acceptable logic but in many developing world, it creates digital divide which is going to be larger and larger. It should be intervene through appropriate programme to end user level.
1.2 Objectives of Training :
The specific objectives of the programme is to deploy localized computing technology to the common people of through enabling end- users in localized computing technology. Three types of training are designred to fulfill the pre set goal of programme. Though the specific objectives of the training are differ.
Specific objectives of First Layer of Training (TOT Level)
• To provide basic knowledge on Nepalinux ( Localized Software) and its operating system.
• To develop local level instructor for deploying the localized computing technology
Specific Objectives of Second Layers of Training ( End- User Level)
• To provide basic knowledge on open source soft ware including Nepalinux
• To develop local level instructor for deploying the localized computing technology
• To enable as an end –user’s of localized computing technology in their own localities.
1.3 Methodology:
These cycle of end-user’s training was designed on the basis of chain-tree model ie 1:5 and 5: 25. In its initial phase, TOT level 5 tele centers operators were involved to receive training. These 5 trainers managed second level of end-user training in their respective centers, which is still running. In each center these 5 participants will manage another phase of training end- user training to their groups of boundary partner. Training participants of second and third layers of training are treated as end- user’s and defined in this project as boundary partners according to outcome mapping and gender evaluation method ( OMG)
1.4 Expected Outcomes:
After completing the project, at least 31 end-user’s in one center and 155 end- user’s in total will be enabled to use localized computing technology and can generate local contents to their local website. It would expand horizontal development of ICT knowledge and skills for the common people of rural community who are non- literate in English language.
1.5 General Overview of Training:
Deploying knowledge on ICT in rural areas where minimum ICT infra- structures are managed poorly, have its multi- dimensional problems like power supply, machine, public interest, management etc. Traditional agro- based societies have limited time to leisure. During this training phase the ENRD experienced some more critical issues of ICT training though it has long experience of working with rural communities. Among them, some are listed below.
• Some of the people from selected boundary partner like women and farmer have some hesitation to learn localized technology, after taking some classes they have smart improvement and have heartily commitment to learn more on it.
• Problem of power cu t of (Load shading schedule) selected tele centers are connected with electricity power line but have no alternative power back up. It makes some delay to complete the training as their submitted date of schedule. It hampers on the regulation of participants to attend class.
• Some of the centers like Jhuwani Chitwan and Danda Gaun Rasuwa public demand to learn ICT skills ( Localized Computing technology) are high. According to their pressure to learn, the operators have planned to conduct next session of training beyond the schedule of PAN Localization Project.
• In some centers the group of boundry partner are changed for the effectiveness of project on the basis of local situation. In Nangi, Shikha and Tolka boundry partner’s are changed as ex- army , forest user’s group and hotel professionals instead of the pre selected boundry partners.
• All 5 centers submitted 5 nominees of end-user’s training from selected boundary partner to ENRD prier to the date of training start. Some name were found changed at the time of monitoring visit. Some of the withdraw their name and some of them can not regularly attend this training. During the training session none changed.
• This training creates social pressure to the end-users of this second phase training for being local level ICT instructors. People can receive instructions on localized computing technology from their neighbors and friend within their communities.
1.6 Training Details:
A. First Layer of Training (
ToT):
First layer of training (Training for Ttrainners) was organized by Madan Puraskar Pustakalaya( MPP), Country Component of Nepal and E- Network Research and Development ( ENRD) Country Partner Institute of Nepal jointly. Basically training coordination was done by the ENRD and technical training provided by the MPP. A 10 days training on Localized Computing Technology (Nepalinux) which was provided by MPP team and managed by ENRD from 25th November to 4th December, 2007 at MPP training hall in Kathmandu. This training was mainly focused on the skills of Linux and local content development upon Unicode basic for the end user's of the project. One tele centers operator from each of selected 5 centers and ENRD staffs and volunteers were involve to this TOT level training. The technical staffs of Madan Puraskar Pustakalaya and project director of ENRD coached the training. The following human recourses were involved in this training as instructors and trainees.

B. Second Layer of Training ( End-User) :
According to schedule of PAN Localization Project phase 1.2, the ENRD have to manage second layer of end-user training in selected 5 centers. The instructions who are tele center operators were committed to conduct training from 15 january 2008 at the time of TOT training. Due to their own reasons, this training was strted from 22nd January in four centers and in Tolka Kaski it was started from 28th January 2008. They select 5 end-users from pre defined boundary partner and make their own training curriculum. Details of training curriculum from 5 sites are attached in this report on its annex part. Others about end-user’s involve in this second phase are presented below.

1.7 Training Status
Second layers of trining was designed only for one and half moths of full days training.
Due to regular power cut off problem, training schedules of all centers delay as their commitment.
