OM Analysis for Nepal (ENRD) Country Component
1. Vision
The citizens, local government, schools, organizations and business houses use localized computing technology more efficiently in the various fields they are involved; such as in business, management, education, social services delivery system and communication. The community groups and organizations have enough technical capacity to generate and use locally relevant content to improve their living standard and make their life more enjoyable. Such benefits of technology is being accessed by equal participation of gender, marginalized community and ethnic group. The model, the experiences and the techniques and methodologies developed by the project would be replicated in other villages of country.
2. Mission
The project will focus mainly on building the capacity of citizens, local government, community organizations, schools and business houses to use and deploy the localized computing technology in their daily activities. The program will encourage equal participation of community and organizations in getting access to technology and generating locally relevant content and displaying them in the internet in the local language

3.1. Local Governments body (VDC, Wards)
3.1.1. Outcome Challenge:
PAN Phase II program wants to see local government body recognizing the importance of, and engage in different ICT activities to encourage citizens use the localized computing technology, gathering the contribution and establishing the partnership with other organizations within their area. Local government are able to demonstrate and influence district level government body so that they can contribute for expanding similar program around the area. Identifying ICT as important component in the community development district level government bodies priorities and plan the ICT sectors in their annual development activities.

- Participating in regular meeting for building network to increase the participation of citizens and organizations in project area.

- Seek opportunities to disseminate the benefits of the project in community people

- Involve in the process of building ICT infrastructure in the area.
- Encouraging the female and marginalized citizens to participate in the capacity building training program of PAN Phase-II.

3.2. School (teachers, students, school community)
3.2.1. Outcome Challenge:
The PAN Phase II project intends to see school communities (school, teachers, and students) that recognize the importance of, and engage in the ICT based education activities. School community has gained trust from the district education office and local government body so that they can contribute through their active involvement in the implementation of the project. They are able to run and engage on formal and non-formal ICT training and improve education level through the dissemination of ICT awareness classes/activities in their area. Schools act as champions for providing ICT education in the area.

- Participate in the regular PAN Phase II project meetings in local level to identify opportunities for students, teachers and school community in use of localized Technology.
- Contributing the minimum human and financial resources necessary to run ICT capacity building training on PAN Phase II in the area.

3.3. Citizens and Community based Organizations
3.3.1. Outcome Challenge:
The PAN Phase II project intends to see local community organizations and citizens of different ethnic groups, women, farming community, youths and marginalized community equally participating for accessing and use of localized computing technology in their daily activities such as communications, online business, information and knowledge sharing by relevant content in different themes. Community people and organizations have enough skill to use and access of the localized computing technology. They are able to generate culturally relevant content and also share among the citizens in digital format. The trained and competent ICT users from different sector will form a viable network among their colleges of different PAN Phase II Project sites that are capable of exchange and share of lesson learns, success stories and important tips from their web based portals

3.4. E- Network Research and Development (ENRD)
3.4.1. Outcome Challenge:
As an field level implementation body in Nepal chapter, PAN Phase II program wants to see ENRD engaged on encouraging citizens to use the localized computing technology, establishing partnership networking to gather contribution within the program implementing area and demonstrate effective output in the program. ENRD would be encouraging targeted groups (ICT users) viz. women, farmers, students, teachers, youths of all social level in using local language computer content in their daily activities. ENRD team would prioritize and plan the project according to the format of Outcome mapping method to see the proper impact of the program in the project area
