OM Analysis for Mongolia (MUST) Country Component
1. Vision
Information technology is one of the most rapidly changing and dynamic aspects of the business world. There are several emerging technologies that promise to radically change working with information in traditional ways. Those emerging technologies allow us to work with information that appeals to the senses. One of this group of emerging technologies is automatic speech recognition (ASR). The ASR is technologies that can capture what you say and distinguish between words and sentences. Possibilities of using ASR are limitless-anything you can communicate by typing, pointing, or speaking, can probably benefit from an ASR system. It will simplify our personal life. ASR can be used home appliances that contain an embedded IT system that controls numerous functions and are capable of making some decisions. We can also get the information quickly and efficiently.
ASR is now on just beginning stage for Mongolia. By implementing these technologies into Mongolian, individuals interact with the computer and other devices in their native languages.
2. Mission
The project will develop Mongolian speech recognition system that can be used and deployed the localized computing technology in the citizens daily activities.
It will contribute to the development of active networks of researchers and advocates and encourage partnerships between research organizations and interested organizations.
It will constitute the possibility to use corpus of Mongolian speech in further research and put system to recognize Mongolian into computer and other devices such as home appliances. Consequently, individuals are able to interact with devices in their native language. It will allow you to read a lengthy text inputting the computer, into microphone, rather than type.
One part of computer-based translating system will be done. It will tend to eliminate digital dividing of the citizens knowledge.

3.1 Local government body (Mongolian University of Science and Technology, MUST)
3.1.1 Outcome Challenge
The program intends to see local government that recognize the importance of, and engage in different speech recognition activities to encourage citizens participating for accessing and use of localized computing technology, gathering the contribution and establishing the partnership with other organizations within their area. They are motivating other communities, organizations, and institutions to learn and use Mongolian speech recognition software in their daily activities and research. Also, it should be responsible for identifying the beneficiaries or the end users to give them basic training in localized software and getting feedback from people and utilize it to make the program more successful.
3.1.2 Progress Makers

• Participating in regular boundary partners meetings
• Building network to increase the participation of citizens and organizations in project area
• Establishing a structure for cooperation in the partnership that ensures the interest of local community and organizations
• Contributing the minimum human and financial resources necessary to get the PAN Phase – II program operational

3.2 Institute of Multimedia Communication Technology(IMCT)
3.2.1 Outcome Challenge
The program intends to see IMCT to implement the programming activities in the speech recognition.
• Development of Mongolian speech recognition system
• Creation of corpus of Mongolian speech
• Creation of corpus of Mongolian speech research
• Constitutes possibility to enter just reading using the microphone, lengthy text into computer
• Support to interact with devices in their native languages
• Can be used for computer-based translating system to recognizes speech
• Can be used for telephone service providers to offer voice dialing to their customers. By simply saying “dad” or “pizza” your telephone will automatically dial the number from a list of predefined numbers
• Can be used for intelligent home appliance. Appliances in your home that contain an embedded IT system that controls numerous functions and are capable of making some decisions. Its example is voice-controlled refrigerators, ovens, dishwashers, washing machines, and dryers. With a voice-controlled oven, all you have to say is just name of meal, and oven automatically set the temperature and notify you when dinner is ready
• Can be used for travel-agency system to make reservation
• Increase the capability of studying for citizens suffering from growth laboured
• Publish papers in international conferences and journals

3.3.1 Outcome Challenge
The program intends to see the Department of Linguistics develops capacity for computational linguistics through the development of linguistic resources for Mongolian. They are able to support and help the program with their linguistic capabilities and capacity.
• Help produce corpus of Mongolian speech and speech research
• Exchange the experiences and expand cooperative working with the similar research institutions of other countries
• Collaborate in some field, and
• Publish papers in international conferences and journals
As a result, the research of Mongolian computer linguistics has reached in certain level and authority of universities and research institutions doing research in this field increases at the international platform.

3.4.1 Outcome Challenge
The program wants to see the development agent community recognizing the importance of, and engage in further development and enhancement of the localized software developed by the project. The development community will also build new applications based on the technologies developed under this project, and support the software for the end users. They are also able to motivate other community, institutions and organizations to learn and use the speech recognition software developed by this project.

3.5.1 Outcome Challenge
The program intends to see the end users that recognize the importance of, and use the localized computing technology of speech recognition produced by the project in their daily activities such as communications, online business, sharing information and knowledge with partnerships.
They are able to motivate other communities, organizations, and institutions to learn and use Mongolian speech recognition software. The end users are also capable in asking for new features and reporting problems with the software produced by the project to make it more successful. The users should be able to contribute towards future development of the software by writing documentation to share, as well as contributing language resources such as lexical entries.
