1. Purpose
The purpose of establishment of a communication channel is to
effectively manage the research and coordination activities of PAN Localization
Project.
2. Scope
This communication channel is applicable to the Regional Secretariat,
Country Partner Institutions, Country Components and Regional Research
Components.
3. Roles
1.
Each
country has one or more Country Partner Institutions (CPIs)
2.
All
CPIs collaborate and report to one representative organization in that country
referred to as the Country Component (CC), which is also one of the CPIs. There
is one CC each for Afghanistan, Bangladesh, Bhutan, Cambodia, China, Laos, Mongolia, Nepal, Pakistan and Sri Lanka.
3.
Regional
Secretariat (RS) is the coordination unit of the project, in Pakistan.
4.
GEM
II is a separate project that PANL10n project will be collaborating with.
5.
The
Regional Research Components (RRCs), for content, technology and training are units
established to plan and synthesize research at regional level.
6.
Monitoring
and Evaluation (M&E) is also a separate unit in the project and is
considered an RRC for the purpose of this document.
7.
IDRC
is the funding partner for the project.
4. Process and
Responsibility
4.2. Process Description
The process shows the communications channels which should be used if two
partners/roles need to communicate with each other in formal capacity. There may
not be any other requirements for informal channels. “May” indicates optional
and “should” indicates preferred method.
4.2.1. Communication for CPI
- CPI
should communicate with respective CC for administrative matters.
- CPI is
encouraged to communicate with any other CPI, RRC or RS for academic
matters. In such cases, if relevant, CC, RRC, RS may also be cc:ed.
- CPI may
communicate with relevant RRCs for planning relevant matters. In this
case, CC should normally be cc:ed.
- CPI may
also directly contact RS for any relevant matters. In this case, CC
should normally be cc:ed.
4.2.2. Communication for CC
- CC may
communicate with CPI for administrative matters.
- CC should
directly communicate with relevant RRCs for planning relevant matters. In
this case, relevant CPI should normally be cc:ed.
- CC may
also directly contact RS for any relevant matters.
4.2.3. Communication for RRC
- RRC is
encouraged to communicate with any other CPI for academic matters. In
such cases relevant CC and RS should be cc:ed.
- RRC is
encouraged to communicate with any other RRCs for planning relevant
matters. In this case, RS should be cc:ed.
- RRC may
also directly contact RS for any relevant matters.
4.2.4. Communication for RS
- RS may
communicate with CPI. In such cases, relevant CC should be cc:ed.
- RS may
communicate with CC.
- RS may
communicate with RRC.
- RS may
communicate with IDRC.
In above cases, relevant CPI, CC, RRC may also be cc:ed.
IDRC may also be cc:ed where relevant.
4.2.5. Communication for IDRC
- IDRC may
communicate with CPI. In such cases, relevant CC and RS should be cc:ed.
- IDRC may
communicate with CC. In such cases, RS should be cc:ed.
- IDRC may
communicate with RRC. In such cases, RS should be cc:ed.
- IDRC may
communicate with RS.
In above cases, relevant CPI, CC, RRC may also be cc:ed.
4.2.6. Communication outside PAN L10n Project
- CPI, CC,
RRC, RS may informally communicate, on behalf of the project, with other
entities/projects. Where relevant, other CPI, CC, RRC, RS may also be
cc:ed.
- CPI, CC,
RRC may formally communicate, on behalf of the respective part of the project,
with other entities/projects. In such cases, RS should be cc:ed.
- CPI, CC,
RRC should advise other entities/projects to directly contact RS for
formal arrangements on behalf of the project. Where relevant, other CPI,
CC, RRC, RS may also be cc:ed.
- RS may formally
communicate, on behalf of the project, with other entities/projects. In
such cases, IDRC may be cc:ed, where relevant. Relevant CPI, CC, RRC may
also be cc:ed.
