1. Program Framework
1.1 Vision
The Local Language Computing is common place in the country. It has helped people to appreciate & preserve local language. The phenomenon of digital divide is minimized in the process of the localization program. Information technology has made a bigger impact on the lives of people in Bhutan. People are able to access a big pool of information from the internet and the like. Only now, the number of people who have access to that information and content is greater and more than ever. There by minimizing the digital divide in the country. Awareness of Dzongkha Language Computing software and localized content is growing. The level of content is growing benefiting the growth needs of the people, using active research findings. More importantly, another approach to the preservation of language is being achieved. Promotion of openness of software has lead to people being aware of the importance and benefit of using open source software and content. The use of Dzongkha localization software has revolutionized the whole country. Continued process of building partnerships within the country and outside the country has helped the program in its sustenance and further growth.
1.2 Mission
In support of the vision, the program will work on what the content should be. The content and methodology is thoroughly researched. Ease of use and access of information and content is an important factor that needs to be considered. Continuous knowledge sharing and transfer through HR training and collaboration with other project partners is always in the forefront. Policy issues needs to be discussed with boundary partners to standardize and operationalize policies. Beneficiaries of training need to be identified after which training methodology and materials can be developed for different end users. Then the trainers can be trained to train the end-users. As we go along with the training, we can get feedback from people who have been trained to improve our training materials and training programme. Exchanging experiences with country partners will improve the program and we can develop more effective tools to train people and disseminate information and adaptation of useful technology.

Outcome Challenge
The program intends to see the localization team in DIT to further develop & enhance localized s/w & content. By improving & enhancing the technology and HR capacity.
With their technical capacity they can give full technical support to the end users. They are able to motivate the people of their community to learn & use Dzongkha Linux software.

Outcome Challenge
The program intends to see Dzongkha Development Authority to further promote the use of Dzongkha Linux software and develop the capacity for the development of linguistic resources for Dzongkha. They are enthusiastic to showcase new ideas and understand the benefits of Dzongkha Linux as it's role in preserving and promoting local language.

The program intends to see the trainers training the end-users in an effective and sustainable way. They are inspired to learn and impart their knowledge to the trainees. The trainers include active women participants.
