OM Analysis for Bhutan Country Component
1. Vision
The Local Language Computing is common place in the country. It has helped people to appreciate & preserve local language. The phenomenon of digital divide is minimized in the process of the localization program. Information technology has made a bigger impact on the lives of people in Bhutan. People are able to access a big pool of information from the internet and the like. Only now, the number of people who have access to that information and content is greater and more than ever. There by minimizing the digital divide in the country. Awareness of Dzongkha Language Computing software and localized content is growing. The level of content is growing benefiting the growth needs of the people, using active research findings. More importantly, another approach to the preservation of language is being achieved. Promotion of openness of software has lead to people being aware of the importance and benefit of using open source software and content. The use of Dzongkha localization software has revolutionized the whole country. Continued process of building partnerships within the country and outside the country has helped the program in its sustenance and further growth.
2. Mission
In support of the vision, the program will work on what the content should be. The content and methodology is thoroughly researched. Ease of use and access of information and content is an important factor that needs to be considered. Continuous knowledge sharing and transfer through HR training and collaboration with other project partners is always in the forefront. Policy issues needs to be discussed with boundary partners to standardize and operationalize policies. Beneficiaries of training need to be identified after which training methodology and materials can be developed for different end users. Then the trainers can be trained to train the end-users. As we go along with the training, we can get feedback from people who have been trained to improve our training materials and training programme. Exchanging experiences with country partners will improve the program and we can develop more effective tools to train people and disseminate information and adaptation of useful technology.
3. Boundary Partners

3.1. Department Of Information & Technology (DIT, MoIC)
3.1.1. Outcome Challenge:
The program intends to see DIT to continuously facilitate the production of content in partnership with other boundary partners. In partnership with the boundary partners it should facilitate the generation and production of content. The technology development can be done by increasing the HR capacity and providing necessary trainings. Also, it should be responsible for identifying the beneficiaries or the end users to give them basic training in localized software and content. With the goal that the end-users after receiving the training are able to access localized content to improve livelihood. The end-users can also be taught to develop localized content using the localized tools developed. The program makes people more aware due to which they contribute to debates and decision making process. They are able to clearly plan and articulate a vision for the program. The feedback from them would be very useful in this case. DIT should act as a model to champion the move towards localization and the realization of the goal. It will be the main body collaborating and getting help from the RCCs and other fellow country components, to achieve the goal.

- Articulating a vision for the Localization Program with other boundary partners that is locally relevant

- Expanding the partnership to include other stakeholders or boundary partners who can help in making the localization programme a success

3.2. Dzongkha Development Authority (DDA)
3.2.1. Outcome Challenge:
The program intends to see the Dzongkha Development Authority to support and help the
program with their linguistic capabilities and capacity. Necessary policy issues can be
discussed along with other boundary partners.

3.3. Community Information Centers (CICs)
3.3.1. Outcome Challenge:
The program intends to see Community Information Centres to
- integrate their programs with our programme
- attune the use of infrastructure to cover our needs also
- spread the knowledge of the localized software and its uses in communities-create
- and spread awareness
- get feedback from people and utilize it to make the program more successfull
