OM Analysis for Bangladesh Country Component


1. Vision


End users are able to use ICTs in Bangla, their native language. Not only are the applications localized, users have access to relevant localized content, and to training facilities to make the best use of ICTs. Information workers after training can facilitate end users accessing content and apply in their lives and livelihoods. End users access content directly or with facilitation of information workers and see the benefit of informed decision making. There is national capacity for developing the localized applications and content. The policy makers make informed decisions regarding localization and use of ICTs for development. In short, there exists a supportive environment for increasing digital literacy.

2.Mission


Bangladesh Country Component will develop local language capacity in Bangladesh. In order to so, it will develop the Computational Linguistics framework needed to develop localized applications and content, and develop some of the often-used applications such as OCR, Text to speech. It will work with local partners to develop capacity in Linguistics as well as in content development and Infomediary training. It will assist policy makers in making informed decisions in matters related to local language computing.

3.1 Content end users including women and print disabled community

1. I. Boundary partner: Content end users including women and print disabled community (illiterate, vision impaired)

Outcome Challenge:

Content end users including women and print disabled community (including those who cannot read Bangla and those who are vision impaired) are able to access the content digital content in Bangla with the help of Infomediary and/or using Text-to-speech (TTS). The community users including women and print disabled contribute to the development of Bangla TTS by providing feedback, and in developing end user applications such as screen readers based on the TTS. The community users of content including women and print disabled find the content developed under the project useful.

Expect to See:

1. Community users including women and visually impaired users downloads and installs the TTS software being developed.
2. Female members of the community, with larger illiteracy rate, use the TTS to access digital content.
3. Content users know about the content developed under the project and use them
4. Use of TTS enhances livelihood and access to knowledge opportunities for the community users including women and print disabled
5. Community users including women and print disabled make use of content in their life and livelihood problems
6. Community users including women and print disabled make important decisions based on information in content and with support from infomediaries

3.2 Trainees for content development/content developer

Outcome Challenge:

Potential content developer understands the process of content development according to the needs of the target groups of the content. They also understand the technology options for content development and use a few of them. They can now identify content sources, develop content based on the needs and incorporate them in appropriate content management software.

Expect to See:

- Participants have been identified with gender balance
- Trainees have skills on the following elements:
a. understand and follow content development life cycle
b. familiar and can use technology for content development
c. collect content raw materials from various sources
d. develop content using learned tools
e. incorporate content in appropriate content management software
- Trainees develop content for specific target groups including women and visually impaired people based on demand analysis

1. Based on geographical and socio-economic features, content thematic areas are identified

3.3 Infomediary as Trainee

Outcome Challenge:

Infomediary- both male and female, are information literate. They can understand a specific need of information or knowledge and search it in multiple content sources, including web-based search engines, thematic content portals and web sites as well as off-line CDs.

Expect to see :

- Participants have been identified with gender balance
- The trainees have basic understanding on the following:
- Understand importance of information and knowledge
- Understand multiplicity of sources for content
- Understand specific needs of specific use groups including women and visually impaired people and can perform ordinary search of information using search engines
- Understand specific needs and including women and visually impaired people and can perform ordinary search of information using thematic content portals and off-line CDs
- The trainees have very good listening capacity and can bring information seekers into confidence, particularly the women
- The trainees have capacity to encourage information seekers to come to common access point

3.4 Content generator

Outcome Challenge:

The content generators, like research institutions, data generating institutions, domain expert institutions, generate content in a form, which is compatible for incorporating in content management systems and other forms. They understand the importance of sharing content and act upon it through sharing with content development institutions and posting content directly through their own systems.

Expect to see :

1. The content generating institutions go into agreement with content development institutions for sharing printed form of content (and soft form, where possible) with or without copyright obligations.

3.5 Policy makers

Outcome Challenge:

The policy makers are informed of the localization aspects of ICT, making localization a key part of the ICT policy. The policy makers are aware of customized content needs for specific target groups and reflect this understanding in the policies.

2. Policy makers are aware of the activities of the PaL10n program
